Welcome to the website of the Office of State Comptroller (hereinafter – the Office). 

The Office's website (hereinafter – the Website) is designed for the general public's use.

The Office offers the use of the Website and its content in accordance with the general terms and conditions set out in detail below. The use of some parts of the Website, as shall be set out in detail subsequently, also involves individual terms of use (hereinafter, the general and individual terms of use jointly and severally – the Terms of Use).

The Terms of Use determine what is permitted and what is forbidden when using the Website and define the Office's liability for the information contained therein.

The Office may update the Terms of Use from time to time. Any update shall enter into force immediately after the updated Terms of Use are displayed on the Website.

The Terms of Use are designed for any person and entity wishing to use the Website or the content located therein. The use of the plural is solely for reasons of convenience.

The use of the Website means that you consent to the valid Terms of Use at the time of use.


General use restrictions

It is forbidden to use the Website and its content in a way that constitutes or is liable to constitute a criminal offense or a civil wrong, pursuant to the provisions of any law.

It is forbidden to abuse the Website and its content in any other way. This includes not interfering with the content of the Website, removing information from it or changing it, or attempting to access it in any other way apart from the interface and the instructions provided on the Website.

It is forbidden to connect to the Website from any website whose content or objective are unlawful or unethical, and it is forbidden to connect to the Website in a way that is misleading about the details of the Website and the conditions of use thereof, or while detracting from the information therein, and it is forbidden to present it within the framework of any other website.

The Office may suspend or cease to provide access to the Website or its content to users who do not obey the Terms of Use or some of them.


Copyright

Pursuant to the copyright laws prevailing in Israel and according to international conventions, as a rule, the works appearing on the Website are protected by copyright. These creations include text, pictures, illustrations, maps, sound clips, video clips, graphics and software applications (hereinafter - the Protected Material). The copyright in the Protected Material belongs to the Office and the State of Israel, unless expressly stated that the copyright belongs to another party.

Subject to the copyright laws and the below mentioned, it is forbidden for users to copy, recirculate, re-broadcast or publish Protected Material without the advance written consent of the Office regarding the Protected Material whose copyright belongs to the Office. As for Protected Material whose copyright belongs to other parties, any use thereof is conditional upon obtaining the consent of the copyright owner as aforesaid. 

Users may make fair use of the Protected Material, according to the rules stipulated by law. If there is any doubt whether the desired use is fair use, or there is concern that the moral right of the creators may be violated, the copyright owners must be contacted. It is forbidden for users to distort the Protected Material, damage it or make any other change therein or any act that might lessen its value or harm the dignity or name of its copyright owners. When making fair use of the Protected Material belonging to the Office, the users undertake to mention that it was taken from the Website.

As for the reports of the State Comptroller and the Ombudsman – 

It is permitted to copy, circulate and make available to the public free of charge and for any purpose any report by the State Comptroller and the Ombudsman appearing in the collection of reports on the Website, either in full and "as is" or sections or sub-sections of it in full and "as is", while noting that it is a report by the State Comptroller and the Ombudsman and the date of the report. It is forbidden to make any changes to the report or to use it in a way that damages the name or dignity of the State or of the State Comptroller and the Ombudsman or the Office. It is only permitted to make technical changes in order to customize the report or its sections to the use of other media or formats. 


Liability

The Website is offered to the public for use "as is". The State of Israel shall not bear any liability for customizing the Website and its content to the users' needs. Likewise, the State of Israel shall not bear any liability for any errors or mistakes in the material displayed on the Website, otherwise than subject to any law. Furthermore, the State of Israel shall not bear any liability for any changes that the users or any third party have made in the material displayed on the Website.
Users alone shall be liable for the way in which they use the Website. The State of Israel shall not bear any liability for any damage which users or any third party may incur directly or indirectly following the use of the Website, including any damage incurred following the use of any software applications downloaded directly via the Website or that were operated consequently to the use of the Website, including JavaScript, Active-X or Java applications. 

The Website contains links to other websites. The following provisions shall apply to the use of these links, and they do not derogate from the other provisions of the Terms of Use. The links are designed solely for the users' convenience.

Regarding the links to external websites that do not belong to the State of Israel (hereinafter – Third Party Websites): If not mentioned otherwise on this Website, neither the Office nor the owners of the Third Party Websites have any legal or commercial relationship. Likewise, the Office has no control or right over the material contained in these websites, excluding materials that the Office itself has published in them.
The Office is not liable for the content of the material contained on Third Party Websites, excluding material published by the Office on the liability conditions set out in detail above. Links to Third Party Websites should not be construed as granting any authorization, approval, recommendation or preference by the Office to such linked websites, including to documents and any other material contained therein, the websites' operators or the products displayed therein. When the links were made to the Third Party Websites within the framework of the Website, it was found that the information on the linked websites is consistent with the Website's objectives, and that the links themselves are in good order. However, it is possible that changes might have occurred in the linked websites over the course of time. If users think that the websites or the linked material are unsuitable, or if they have found that the link is not in good order, they are requested to notify the Office thereof via the electronic mail address mevaker@mevaker.gov.il

For the avoidance of doubt – the term the State of Israel applies, inter alia, to state employees, representatives and the Office.


Privacy

For the purpose of the maintenance and effective management of the Website, information is gathered for statistical needs via the use of specially designed programs, in a process where information is transferred to an external party's server. The information is gathered for the purpose of locating the information most requested by the surfers, studying the defects in the Website's structure and examining the operational level of the system.

The information is gathered using cookies and Google Analytics. Other programs may also be used for this purpose.

Google Analytics is a Google product that assists website owners in understanding how customers are involved in their websites. When you visit the website, your browser automatically sends certain data to Google. This data includes, inter alia, the internet address of the page you are visiting and your IP address.

Google Analytics also uses cookie files, text files installed on the computer designed to assist the website in analyzing how visitors use it. The information gathered via the cookie file is transferred to Google servers and kept there. Google uses this information in order to estimate the use of the website and draft reports on the website's activity and the use of internet for the website managers. Google may also transfer the information to a third party, when it is required to do so by law, or when a third party processes the information for Google. Google will not attribute the IP address with any other information in Google's possession.

The cookie mechanism may be controlled from the browser. The user can cancel the use of cookies at any time and control the flow of information in the cookies. The use of cookies does not constitute a condition for the use of the Website, but in such instance it is possible that not all the information appearing on the Website will be available.

The statistical information gathered during the course of the operation of the Website as aforesaid, will not be used in order to locate the identity of users and/or any other use that may violate privacy, and it is designed solely for the purpose mentioned above.


Information security and cyber protection

The Office attaches supreme importance to the matter of information security and cyber protection and invests many technological and human resources in it, using advanced protection and security methods and complying with strict standards. This in order to maintain the confidentiality and privacy of the information of the audited bodies and the complainees and of the residents of Israel. 


Official publications

If any contradiction or inconsistency is discovered between the material published on the Website and the material appearing in the State of Israel's official publications, only the material in the official publications as aforesaid shall be deemed to be correct.


Submitting a Complaint to the Ombudsman Department

Personal information, delivered to the Office when submitting a complaint, shall be kept secret pursuant to the provisions of the Protection of Privacy Law, 5741-1981.
Submitting a complaint means consent to transfer the complaint as it is or details therefrom to the complainee body, which is also under the obligation to preserve the confidentiality of the information by law, for the purpose of investigating the complaint. The matter of the complaint and the outcome of its investigation, if the complaint is found to be justified, may be published, without any of the complainants' identifying particulars, in the reports of the Office of the State Comptroller and the Ombudsman. Likewise, the Office uses the complainants' details for statistical purposes via the Central Bureau of Statistics.


Inquiry for Delivering Information to the State Audit Department

Personal information, delivered to the Office as part of an inquiry for the purpose of delivering information for the information's audit, shall be kept secret pursuant to the provisions of the Protection of Privacy Law, 5741-1981.
The Office is not obliged to reply to inquiries for the purpose of delivering information for the information's audit and it does not undertake that the subject of the inquiry be inserted into the State audit's work plans.


Financing of Political Parties and Election Financing Department

Information regarding donations and bonds is published based solely upon reporting by the political parties or the candidates and at their sole liability.
Data regarding the donations, donors, bonds and guarantors appear as they were delivered to the Office, without being processed by the Office.


Inquiries to the Office

We make our best efforts to act pursuant to the statutory provisions, including respecting copyright and the prohibition on violation of privacy. If you have identified that use has been made erroneously in a way that is inconsistent with the aforesaid in the content uploaded to the Website, you are invited to contact us by electronic mail and request that we cease the use, regarding violation of privacy to the Commissioner of the Privacy Protection Authority Michael Weiss at the address dpo@mevaker.gov.il , regarding any other violation at the address mevaker@mevaker.gov.il.
