Mr. Matanyahu Englman is the first Israeli State Comptroller to hold the position of the President of the European Organization of Supreme Audit Institutions (EUROSAI). 

The purpose of the organization, which was established in 1990, is to promote professional cooperation between supreme audit institutions in Europe, to encourage the exchange of information and knowledge and to advance state audit from the practical and theoretical aspect. 

The main congress of EUROSAI is held every three years and all Supreme Audit Institutions (SAIs) members in the Organization take part in it. During the Congress, an exchange of roles is being held and a new president enter into his role.

The 12th congress, which was due to be held in Israel, was held online in May 2024, due to the Swords of Iron War. 

The State Comptroller entered into the position of the President of EUROSAI after having served as the first Vice President of the organization since 2021, and he is expected to hold the position for the next three years, until 2027.

"I thank the almost 50 state comptrollers who have placed their trust in me in order to lead the organization", he said. "In particular at this time, after Israel has experienced the terror attack on 7/10, and our hostages still have not been released – I see great importance to the European recognition of the State Comptroller's Office in Israel, and expect Europe to stand with us and make all efforts to release the hostages".

State Comptroller Englman thanked the participants of the congress who approved the new strategic plan outlining the organization's activity for the years 2024-2030

"Ensuring of the values of good governance, including the prevention of corruption, is one of our main goals. We are committed to ensure efficiency and effectiveness of public bodies, for the benefit. Together, we shall act to uphold these principles and to serve the public with dedication and diligence.


I am committed to lead EUROSAI towards a new age of global influence and excellence in audit. I vision EUROSAI as a moving force for innovation and excellence in audit, we shall conduct a peer review procedure in order to evaluate and improve our audit methodologies, and ensure that we remain at the forefront of professionalism . 


Furthermore, we shall coordinate parallel audits. Through joint work, we can combine our collective expertise and deal with complex trans-global matters, maximize the effect of our audit and safeguard the public interest, in particular in all matters pertaining to joint matters, such as: Coping during times of emergency, climate change and AI.


We shall also focus on the allocation of budget to support excellent audits; we shall improve our interfaces with esteemed international bodies such as the OECD, the UN and the World Bank, and strengthen our position as a leading voice in the state l audit community".
