Matanyahu Englman is the State Comptroller and Ombudsman of the State of Israel. He came into office in 2019 and will conclude his term in 2026. As of May 2024, he also serves as President of EUROSAI, the European Organization of Supreme Audit Institutions, following a three-year term as Vice President of the organization. Mr. Englman signed on joint cooperation agreements with Brazil (in 2022) and Mexico (in 2024). He initiated a parallel audit with several European countries on artificial intelligence, as well as joint audit reports regarding aging populations and the future work force.


Family Background

Matanyahu Englman was born on 8 June 1966, in Jerusalem, Israel. He is the son of the late Binyamin (Robert) and Chasia Englman, and he grew up in Rehovot. He is married to Avigail and they reside in Nof Ayalon with their six children. Englman is a marathon runner who has completed seven marathons.

 

Education

Matanyahu Englman earned a Bachelor of Arts degree in Economics and Accounting (1991) with honors, and in 1994 he completed a Master of Arts degree in Business Administration with honors, specializing in accounting, from the Hebrew University of Jerusalem. He is a certified public accountant.

Professional Background

From 1991 - 1994, Mr. Englman served as  accountant and manager of the Jerusalem branch of the Fahn, Kanne accounting firm (a member firm of Grant Thornton International).
Mr. Englman served as Deputy Director General of the Jerusalem College of Engineering from 1999 to 2006. From 2004 to 2018, he held the position of Audit Committee Director for Joint Israel and its affiliated organizations. His experience in local governance includes serving as CEO of the Shoham Local Council from 2006 to 2010. In 2010, he was appointed Deputy DirectorGeneral of the Technion – Israel Institute of Technology, where he later rose to the position of Executive Vice President and Director General, a role he held until 2018.

From 2018 to 2019, Mr. Englman served as CEO of the Council for Higher Education in Israel. In June 2019, he was elected by the Knesset (Israeli parliament) to the position of State Comptroller and Ombudsman of the State of Israel, a role that highlights his commitment to transparency and accountability in public administration.

Mr. Englman's leadership has gained international recognition. In May 2024, he made history by becoming the first Israeli State Comptroller to be elected as President of EUROSAI.

Throughout his career, Mr. Englman has been a vocal advocate for the social role of state audit, emphasizing the importance of audit as a voice for marginalized groups in society. His commitment to addressing critical social issues, such as the treatment of underprivileged populations and increasing personal security in marginalized communities, underscores his dedication to public service. Mr. Englman's vision for EUROSAI's future focuses on strengthening international cooperation and addressing global challenges, such as climate change and cybersecurity, with an emphasis on the responsible use of artificial intelligence. He envisions EUROSAI as a driving force for innovation and excellence in public audit, aiming to establish robust peer review processes, coordinate joint audits, allocate resources effectively, and enhance collaboration with international organizations. 

Mr. Englman emphasizes the importance of continuing the work of previous EUROSAI presidents, aspiring to implement the strategic plan approved by EUROSAI Congress for the years 2024 - 2030 together with all EUROSAI members, for the benefit of the citizens of Europe.
