A Holocaust survivor wrote to the Office of the Ombudsman complaining that the National Insurance Institute had stopped paying him an income supplement as part of his entitlement to a Senior Citizens Pension. The payment was discontinued due to a report according to which  he was supposed to be  receiving  income from the Holocaust Survivors' Rights Authority in the Ministry of Finance; however, he claimed that he had not received any payment or at most  he had received a very small payment.

The Office of the Ombudsman intervened and liaised between the complainant's family and the National Insurance Institute and the Holocaust Survivors' Rights Authority. The investigation revealed that the complainant was indeed eligible for a monthly payment from the Holocaust Survivors' Rights Authority, but that he had not received it. Because of his eligibility for this payment, the complainant was not entitled to  the income supplement from the National Insurance Institute.

Due to the involvement and  intervention of the Office of the Ombudsman, the Holocaust Survivors' Rights Authority paid the complainant the sum of NIS 65,000.

Investigation of the complaint led to cooperation among all of the parties, who worked together to maximize the Holocaust survivor's rights.
