High-tech auditing methodologies developed by the Office of the State Comptroller of Israel took center stage at the European Organization of Supreme Audit Institutions (EUROSAI) Working Group on Environmental Auditing (WGEA) Spring Seminar, which concluded in Madrid.

As supreme audit institutions across Europe seek to modernize public oversight, the Israeli delegation emerged as a primary driver of the conference's technological agenda. They showcased practical, pioneering applications of Artificial Intelligence (AI) and Geographic Information Systems (GIS) to address complex climate and environmental challenges.

Israeli Innovation Leads the Professional Agenda

The three-day seminar, held from May 18–20, 2026, was specifically structured to equip European auditors with actionable digital tools. Representatives from the Israeli delegation led the event’s most prominent, hands-on instructional sessions:

  • Pioneering AI in Public Audit: Mr. Shai Mizrahi from the State Comptroller’s Office of Israel (SAI Israel) designed and led the core interactive workshop, "AI in Environmental Auditing – Transforming Audit Research using NotebookLM." The highly anticipated session trained international delegates on leveraging AI platforms to rapidly gather, organize, and analyze dense, unstructured data, converting complex source materials into clear, actionable audit insights.
  • Shedding Light on Urban Climate Challenges: Ms. Libby Shapira of SAI Israel delivered a specialized presentation showcasing a sophisticated, GIS-based analysis of urban public shading and tree canopy coverage. The presentation demonstrated how advanced spatial mapping can be utilized by auditors to measure and improve municipal climate-adaptation policies.

"The integration of advanced technologies like AI and spatial data is no longer a future prospect - it is an active reality that dramatically enhances our auditing capabilities," noted Mr. Matanyahu Englman, State Comptroller and Ombudsman of Israel and President of EUROSAI. "The innovative work presented by our Israeli experts in Madrid reflects our commitment to leading this digital transformation, ensuring audit institutions across Europe can deliver highly impactful recommendations for public policy."

A Collaborative Platform for Advanced Auditing

The high-level seminar, hosted by the Court of Audit of Spain (Tribunal de Cuentas) and coordinated by the EUROSAI WGEA Secretariat (the Supreme Audit Office of Poland), brought together senior audit officials from across the continent to explore remote sensing, spatial analysis, and AI.

Alongside the workshops and presentations spearheaded by the Israeli delegation, participants exchanged insights on several critical environmental frontiers, including:

  • Environmental Monitoring and Compliance: Collaborating on European Space Agency (ESA) initiatives to support compliance and enforcement.

  • Audit Standards: Reviewing guidelines for environmental sustainability and best practices for comprehensive climate change audits.

  • Next-Gen Tools: Assessing the European Court of Auditors’ (ECA) drone project and its success in quantifying natural resource loss through spatial GIS data.

In his capacity as EUROSAI President, Mr. Englman closed the seminar by expressing his deep gratitude to the international organizers.
