The State Comptroller and Ombudsman, Matanyahu Englman, toured (18.3.2026) the northern localities exposed to missile hits from Iran and Hezbollah. 

The Comptroller toured Hatzor HaGlilit with the Head of the Regional Council Michael Kabesa, Misgav Am with the Head of the Upper Galilee Regional Council Asaf Langleben, Kiryat Shmona with the Mayor Avichai Stern, and Zarzir with the Head of the Regional Council Atef Grifat.

The Comptroller visited homes that had been hit and a shelter where a kindergarten operates and met with residents and also with volunteers from the Kedma Hityashvut organization. The residents complained to the Comptroller "We do not feel that the state is aware of what is going on".

In a report he published in January 2026, the State Comptroller warned that about three million residents have no access to a secure space or a bomb shelter, and exposed a series of defects in protection in the local authorities, hospitals and educational institutions.

"Operation Roaring Lion illustrates the importance of protection and how essential it is for defending residents' lives, in particular in the northern localities", said the Comptroller during today's tour. "We are at Misgav Am, a place where there is no warning before an alert – and this makes it difficult to maintain a routine. The residents here are steadfast and resilient, but alongside this the state is under an obligation to complete the protection project. At Misgav Am we were shown that only one third of the protection projects that were budgeted years ago have been completed. This means that it is life-threatening. The government must define the matter of protection as a national project and complete the protection in all high-risk areas. It is inconceivable that such significant protection gaps exist".

He further added that "In areas close to the fence, the government must provide the response, both in arranging protection in advance – and in paying special attention during times of war. It is inconceivable that business owners, two and a half weeks into the war, do not know what the compensation outline they are entitled to is and that no compensation outline has yet been formulated and implemented. This is the third campaign in a row where there has not been any solution for the homefront in advance. Alongside the military conduct of the war, the Prime Minister must address the management of the homefront".
