The State Comptroller and Ombudsman, Matanyahu Englman, reviewed the destruction that remains in Manara: "My office is currently finalizing an audit report on government measures to rehabilitate and develop the communities of the North"
Today (January 7, 2026), the State Comptroller and Ombudsman, Matanyahu Englman, and his team toured the Upper Galilee and Mevo’ot Hermon regional councils.
In Manara, the Comptroller observed homes damaged by missile strikes that have yet to be repaired. “The situation on the ground is deeply concerning; there is no justification for the rehabilitation of homes in Kibbutz Manara to take years,” Englman said. “Rehabilitation must be swift and efficient, with maximum utilization of available resources.”
The Comptroller added: “This week we published a report on the Compensation Fund, highlighting the need to draw lessons from rehabilitation efforts following previous wars, with regard to pooling resources. A comprehensive, integrated view of each community’s needs is required.”
“We are now completing an audit examining the government’s handling of the rehabilitation and development of northern communities following the war, focused on the work of the Tnufa for the North Administration.
The audit examines the Administration’s structure, its operational methods, and the implications for its ability to fulfill its responsibilities, including delays in formulating and implementing the multi-year framework for the development of the North.
In addition, we are reviewing preparedness for the return of evacuated residents, work processes, and government decision-making related to budgeting and the formulation of a framework for the rehabilitation and development of the North.”
