The State Comptroller noted that the report is expected to be made available to the public during the coming months: "I expect from the main audited bodies – the IDF, the Ministry of Health and Magen David Adom – to send their responses promptly and rectify the defects. The State Comptroller and Ombudsman, Matanyahu Englman, presented today (14.12.2025) the Knesset Finance Committee with the Office of the State Comptroller's budget for 2026. Prior to presenting the budget, Comptroller Englman revealed to the members of the committee that about two weeks ago the Office of the State Comptroller circulated to the audited bodies the draft report on the evacuation of the injured to the hospitals on October 7th.
He said: "I expect from the main audited bodies – the IDF, the Ministry of Health and Magen David Adom – to send their responses promptly and rectify the defects. We shall make the report available to the public during the coming months.
This draft report joins the 20 Swords of Iron reports that have been published and the 17 draft reports that have already been circulated. Apart from these, we are working on twelve additional war reports, among them the issues at the core of the failure that preceded the October 7th massacre. The various reports examine the liability of all the echelons – political, military and civilian.
The report raises main failures in the evacuation of the injured on October 7th. The issue of the evacuation of the injured is critical to understanding the organization of the IDF and the civil system in the combat and disaster areas and the apportionment of responsibility between the various bodies. Correct conduct saves lives. Many injured people were shouting for help, and this was late in coming. Therefore a profound study of the report and rectification of the defects written therein is of supreme importance.
Around 1,345 injured people arrived at the hospitals on October 7th. About 69% of them were evacuated to hospitals in the south of the country: Soroka (622), Barzilai (241) and Assuta Ashdod (64). 41% of all the injured people arrived at the hospitals in serious and critical condition.
In the audit work we examined, among other things, the evacuation of the injured people from the combat areas by the IDF and Magen David Adom on October 7th, the regulation of the injured – the division of the workload among the hospitals, the management of the evacuation of the injured at the national level by the healthcare system, interfaces between the various bodies (the IDF-Magen David Adom, Magen David Adom-United Hatzalah) and an investigation of the evacuation of the injured".
