State Comptroller and President of the European Organization of Supreme Audit Institutions (EUROSAI), Matanyahu Engelman, held a professional online session of EUROSAI on the topic of strategic planning
At the start of the session, held on Monday, September 29, 2025, the Comptroller interviewed the U.S. Comptroller General, Gene Dodaro. Later, he led a panel discussion with Gareth Davies, Comptroller and Auditor General of the United Kingdom, and Kay Scheller, President of the German Federal Court of Audit. The panel focused on how strategic planning strengthens audit performance and enhances the impact of public sector audit institutions.
“It is both a privilege and an honor to welcome you to this important professional session on strategic planning, and I thank you all for taking the time to be with us,” said State Comptroller and EUROSAI President Matanyahu Engelman.
“As EUROSAI President, I attach great importance to sharing knowledge and experience on strategic issues common to all state audit institutions around the world. In the Office of the State Comptroller of Israel, strategic planning lies at the heart of our professional independence and responsibility, particularly in shaping our institutional audit program.”
"We have adopted several guiding principles that I would like to share with you: a three-year audit plan; ensuring flexibility to respond to a changing reality; addressing emerging risks such as cyber threats, online crime, and emergency preparedness; the social dimension – giving a voice to the voiceless by examining issues such as child protection in the online space, prevention of domestic violence, the collection of illegal weapons, over-policing of minority communities, and diversity in public service employment; and follow-up audits, which involve re-examining previous findings to assess whether deficiencies have been corrected and recommendations implemented.
These principles strengthen our independence, allow us to remain attentive to societal needs, and ensure that the work of the state audit has a real and lasting impact.
Strategic planning in auditing is the foundation upon which we can build impactful audits that lead to real change. It enables us to anticipate challenges, allocate resources wisely, and ensure that our efforts align with the broader goals of national and global governance. By sharpening our strategic thinking, we not only maintain public trust but also foster a culture of continuous improvement and innovation.”
