The new Memorandum of Understanding aims to foster knowledge-sharing and strengthen public sector auditing frameworks
The Office of the State Comptroller and Ombudsman of Israel, led by State Comptroller and EUROSAI President Mr. Matanyahu Englman, has signed a landmark Memorandum of Understanding (MoU) with the Supreme Audit Institution of Paraguay, headed by Comptroller General and President of OLACEFS Dr. Camilo D. Benítez Aldana.
This strategic document reflects the growing emphasis on international cooperation in public sector auditing. Signed with the aim of fostering knowledge exchange and strengthening institutional capacities, the MoU outlines a comprehensive framework for collaboration based on mutual benefit, equality, and alignment with international standards such as those of INTOSAI (International Organization of Supreme Audit Institutions).
Under the Memorandum, both institutions commit to the timely and practical exchange of information, methods, and good practices. The MoU also encourages each party to invite representatives of the other to international conferences, training programs, and seminars on topics of mutual interest - whether in-person or virtually.
The document further emphasizes collaboration within both bilateral and multilateral frameworks, including INTOSAI activities.
This collaboration between SAI Israel and SAI Paraguay marks a significant step forward in enhancing public sector accountability through international peer cooperation. It aligns with a broader trend across the global audit community - one that prioritizes openness, mutual learning, and institutional resilience.
As Comptroller Englman stated in previous international engagements, "Transparency and cooperation across borders are essential to modern public audit institutions." This Memorandum stands as another example of how such principles are being translated into action.
