State Comptroller Matanyahu Englman: "On 7.10 the residents of the Gaza Envelope and the Western Negev experienced one of the worst disasters in the history of the State of Israel. The rehabilitation and development of the localities and their residents is an important mission of the highest importance for the Israeli government. 

Failures were found in the lack of government preparedness in good time for the events of the disaster, alongside delays in the government handling of the establishment of temporary localities and the rehabilitation and development of the region. 

It is inconceivable that arguments and disagreements would prevent the realization of the development budget in a scope of NIS 5 billion that was resolved upon by the government as long ago as April 2024, nearly one year ago.

We cannot accept the lack of a permanent director for the administration since August 2024 and there is no reason that the government should not conduct an audit as required on the various blocks over such a long period.

The Prime Minister and the minister in charge – Ze'ev Elkin – must rectify the defects as soon as possible.
