At the beginning of the war, the State Comptroller and Ombudsman Mr. Matanyaju Englman visited the Soroka Medical Center in Be'er Sheva. One of the patients, a resident of the southern city of Ofakim who had been shot and injured by the terrorists, told the State Comptroller that he had been discharged from the hospital and was expected to get home by himself, but was unable to do so. A staff member of the Office of the Ombudsman quickly came to his assistance and contacted Maccabi Healthcare Services, the health fund in which the complainant was insured. Following this intervention, social workers from the health fund and from the Ofakim Municipality made contact with the complainant; an ambulance was sent to transport him to his home, and he received help acclimatizing and receiving medical treatment at home.
