Matanyahu Englman

Ninth State Comptroller and Ombudsman of the State of Israel

Matanyahu Englman was born on June 8, 1966, in Jerusalem, Israel. He is the son of the late Binyamin (Robert) and Chasia Englman, and he grew up in Rehovot. Matanyahu Englman earned a Bachelor of Arts degree in Economics and Accounting, as well as a Master of Arts degree in Business Administration from the Hebrew University of Jerusalem. He is married to Avigail and they reside in Nof Ayalon with their six children. Englman is a marathon runner who has completed seven marathons.

Matanyahu Englman served as the Deputy Director General of the Jerusalem College of Engineering from 1999 to 2005. Following this, from 2004 to 2017, Englman held the position of Audit Committee Director for Joint Israel and its affiliated organizations. His experience in local governance includes serving as CEO of the Shoham Local Council from 2005 to 2010. In 2010, he was appointed Deputy Director-General of the Technion – Israel Institute of Technology, where he later rose to the position of Executive Vice President and Director-General, a role he held until 2018.

From 2018 to 2019, Englman served as CEO of the Council for Higher Education in Israel. In June 2019, Matanyahu Englman was elected by the Knesset to the prestigious position of State Comptroller and Ombudsman of the State of Israel, a role that highlights his commitment to transparency and accountability in public administration.

Englman's leadership has gained international recognition. In May 2024, he made history by becoming the first Israeli state auditor to be elected as President of EUROSAI.

Throughout his career, Englman has been a vocal advocate for the social role of state audit, emphasizing the importance of audit as a voice for marginalized groups in society. His commitment to addressing critical social issues, such as the treatment of underprivileged populations and increasing personal security in marginalized communities, underscores his dedication to public service. Englman's vision for EUROSAI's future focuses on strengthening international cooperation and addressing global challenges, such as climate change and cybersecurity, with an emphasis on the responsible use of artificial intelligence. He envisions EUROSAI as a driving force for innovation and excellence in public audit, aiming to establish robust peer review processes, coordinate parallel audits, allocate resources effectively, and enhance collaboration with international organizations. 

​Englman emphasizes the continuity of his predecessors in the position and will implement the strategic plan approved by Congress for the years 2024-2030 together with all EUROSAI members for the benefit of the citizens of Europe.
