Drivers had been parking their vehicles at the side of the road and on an unpaved area at the Mishor Adumim junction, endangering all the road users. Following the investigation of a complaint filed by a resident of one of the communities in the area, a safety rail was installed and additional measures were taken to prevent the hazard.
In his complaint to the Office of the Ombudsman, the complainant claimed that at the Mishor Adumum junction, on the main road between Jerusalem and the Dead Sea (Road 1), many cars were parked at the side of the road and on unregulated, unpaved areas near the road, constituting a serious traffic-safety hazard. He added that as a result, accidents occurred at the site.
The Office of the Ombudsman conducted a comprehensive investigation of the complaint with the relevant bodies, including Israel Police, the IRoads company and the local authority under whose authority the said junction is situated. The investigation revealed that the workers of factories situated in the area were parking their cars along the road. The phenomenon constituted a safety hazard not only due to the fact that the vehicles were left in an unregulated area, very close to the road and in a dangerous fashion, but also due to the traffic offences committed while parking - driving against the flow of traffic in order to park on an unpaved area between the two lanes on Road 1, driving on the pavement and on a traffic island, etc.
During the investigation a meeting was held between representatives of different bodies, who agreed that it was necessary to find solutions to the problem. Following the meeting, a safety rail was installed to prevent vehicles from entering dangerous places at the junction, and a fence was put up to prevent dangerous parking. In addition, parking was regulated at the junction for public use.
