Reserve soldier was assisted in changing her address without the need to return to the Population and Immigration Authority

The Population Authority refused to change in its records the address of a young woman serving in the reserves, on the basis of her father's consent. The reason for the refusal: the failure of the young woman to provide her father's original ID card.

​​​​A young woman serving in the reserves filed a complaint with the Office of the Ombudsman. According to her, due to her protracted reserve duty in a remote place, she had left her rented apartment and moved to her parents' house. She had therefore asked to change her registered address to that of her parents.

The young woman went to the local bureau of the Population Authority and presented her father's written consent to her changing her address to his, together with a copy of his ID card. However, the staff of the bureau refused to change the address in the absence of one of the complainant's parents' original ID card, and did not try to assist her despite her claim that she could not go back to the bureau due to her prolonged reserve duty.

The Office of the Ombudsman asked the Population Authority how it was possible to assist the complainant. Since the complainant's application for changing her address had already been documented in the Authority's computer system, the latter agreed for one of the parents to go alone to the Authority's bureau and change their daughter's address, provided they presented her original ID card.

The Office of the Ombudsman was not satisfied with this response, and asked the Population Authority if under the circumstances and in light of the complainant's reserve duty in a remote place, one of her parents could present a copy of their daughter's ID card instead of the original. The Authority accordingly agreed to change the complainant's address, upon condition that one of her parents went alone to the bureau and presented their original ID card and a copy of their daughter's card.

The Office of the Ombudsman notified the complainant of the solution reached.
