Matanyahu Englman, the State Comptroller of Israel and President of EUROSAI, signed a cooperation agreement with Mr. David Rogelio Colmenares Paramo, State Auditor of Mexico and Secretary of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS), on July 11, 2024. The agreement outlines a commitment to effective cooperation and collaboration on state audit matters, guided by principles of equality and mutual benefit. Both parties will endeavor to share permissible information in accordance with the law and adopt advanced work practices.

This marks the second such cooperation agreement signed by Comptroller Matanyahu Englman with a Latin American country, following the first in November 2022 with the Brazilian State Comptroller, who also serves as the INTOSAI President.

This agreement was finalized at the conclusion of the OLACEFS-EUROSAI conference, which saw participation from 70 countries from Latin America and Europe and focused on discussions about artificial intelligence, big data utilization in audits, and preparedness for crises and climate change.

During his keynote speech, Comptroller Matanyahu Englman underscored the importance of audit preparedness for emergencies, particularly in supporting vulnerable communities. stating, "We must be the voice of the voiceless."

He highlighted an ongoing parallel audit with ten European countries on integrating AI into audit processes, emphasizing both its benefits and associated risks that require careful management.

Regarding preparedness for climate change State Comptroller Matanyahu Englman said, "The importance of our role as auditors is to maintain sustainability and the environment for our generation and for the future".

Regarding big data analysis, Englman noted its role in conducting comprehensive audits without reliance on samples, stressing the responsibility to safeguard privacy. In addition to delivering lectures, he engaged with State Auditors from various Latin American countries, including the host State Auditor of Mexico, David Rogelio Colmenares Paramo, and Camilo Benitez Aldana, the State Auditor of Paraguay, who also serves as OLACEFS President.

​In these meetings, Comptroller Matanyahu Englman presented photos of the hostages, underscoring the importance of their safe return. "As President of EUROSAI, I consider it a privilege to promote cooperation between EUROSAI and the organization of Latin American state auditors. Personally, as Israel's State Comptroller, we pray for safer days and urge the international community to mobilize efforts to bring the hostages back home."
