On 12.8.2020, the State Comptroller and Ombudsman, Mr. Matanyahu Englman visited IDF’s Southern Command in a professional capacity. The visit was held with a view that effective audit is also based on tours held on the ground. During the visit, the Comptroller was accompanied by the head of Southern Command, Major General Hertzi Halevi, and the commander of the Gaza Division, Brigadier General Nimrod Aloni. The visit was also attended by the Head of the Defense Forces Department in the Office of the State Comptroller, Mr. Yossi Beinhorn, and the Director of the IDF Division in the Office of the State Comptroller, Ms. Shira Pachter-Arad.
As part of his visit, the Comptroller toured the Southern Command’s zone and the Gaza Strip border, and also received a review as to the activities of the Southern Command, the challenges it faces and the operational measures taken to tackle those challenges – including with respect to the threats posed by tunnels dug by terrorists and arson balloon attacks. During the course of the visit, the Comptroller noted the Office of the State Comptroller’s crucial role in ensuring that the IDF is prepared for the risks and strategic threats it faces. The Comptroller also said that the added value generated by the Office of the State Comptroller is reflected, among other things, in the conducting of forward-looking system-wide audits. The Comptroller further noted that in order to increase the effectiveness of the audit, emphasis was placed on conducing follow-up audits which assess the manner of rectifying deficiencies identified in previous audits.
At the end of the visit, the Comptroller thanked the Commander of the Southern Command and his teams for the visit and for the extensive review of its activity. He also paid tribute to the commanders and soldiers of the Southern Command for their daily battle in tackling the Gaza Strip challenge.
