Organizational Structure

The State Comptroller carries out his audit functions with the assistance of his office staff. The office is divided into divisions, each responsible for a particular area of public administration:
(a) government ministries and state institutions;
(b) the defense establishment;
(c) "associations" (mainly government corporations);
(d) local authorities.

The Office of the Ombudsman is a special and separate unit of the State Comptroller's Office, with a Director who is appointed by the Knesset Committee for State Audit Affairs upon the proposal of the Comptroller.

The bureaus of the State Comptroller, the director general, as well as the staff units (the legal advisor, economic and engineering advisors, the planning and monitoring department, editing and publications, and administrative services) are situated in the head office in Jerusalem. There are also two regional offices, in Tel Aviv and Haifa.

The staff of the State Comptroller's Office are under the sole authority of the Comptroller. The State Comptroller is independent as regards the recruitment and dismissal of office staff, and it is he who has the authority to determine staff wages.

In January 1999 the number of staff positions in the State Comptroller's Office was 526. The number of employees in professional audit positions was about 310, all university-educated in a wide variety of areas; in the Office of the Ombudsman there are about 60 employees with a legal education. There are also about 150 administrative and clerical staff employed by the office.
